Stephen Rosenthal is the President of the CMO, The Care Management Company, a wholly owned, for-profit subsidiary of the Montefiore Health System as well as Senior Vice President, Population Health Management, for Montefiore’s integrated delivery system. Mr. Rosenthal has worked in the Montefiore system for over 25 years and was part of the strategic team that originated and organized the CMO. Prior to his current position, Mr. Rosenthal served as Vice President of Montefiore’s Professional Services, where he developed and managed Montefiore’s faculty practice of over 1,000 employed physicians. He was responsible for organizing Montefiore’s 23 clinical academic departments into a successful facility practice plan and played an important role in the restructuring of the medical center into an integrated delivery system. Mr. Rosenthal has grown Montefiore’s integrated delivery system to a network of over 5,000 physicians, primary care providers, a home health agency, rehabilitation facility and eight acute-care hospitals. He holds a Master’s Degree in Science as well as a Master’s of Business Administration in Finance and Management Information Systems, from Brooklyn College and Pace University, respectively. He is also an Associate in the Department of Epidemiology and Social Medicine at Albert Einstein College of Medicine.
John Williford is Vice President and Chief Operating Officer for the CMO, where he is responsible for the design, implementation, process improvement and business scalability of approximately $2.9 billion in value-based and population health contracts. He has overall operating responsibility for the CMO, which includes population health management programs, social determinants of health, quality, contracting, claims, data analytics and reporting. Mr. Williford led the effort to achieve three-year, unconditional National Committee for Quality Assurance accreditation for three key clinical programs. He has also played a key role in overall health system integration, including improvement of hospital throughput as well as operationalizing key specialty areas such as end-stage renal disease/chronic kidney disease, infectious diseases, behavioral health, orthopedics, oncology and the Department of Medicine. He has over 25 years of healthcare and health plan operations experience. Prior to joining Montefiore, he was executive director of a New York health plan with Medicare Advantage, managed long-term care and Fully Integrated Duals Advantage lines of business. Previously, he worked for several large consulting firms, focusing on payor and provider strategy development and operational improvements. Mr. Williford holds a bachelor of arts in International Studies from the University of North Carolina, Chapel Hill.
Michael Dowling has over 30 years of experience in the healthcare and government sectors and serves as the Vice President and Chief Administrative Officer at the CMO, The Care Management Company. During his tenure, he has had responsibility for the CMO’s Contact Center, Contracting and Corporate Affairs, Medical House Calls, Marketing and Communications and Provider Services divisions. Within this scope of responsibility is included credentialing, medical staff services and provider information for an enterprise of over 7,000 providers and five Montefiore Health System hospitals. In 2019, under his leadership, the CMO launched a new division, Employer Partnership Solutions, focusing on the needs of self-insured employers in the Hudson Valley. Prior to the CMO, Mr. Dowling held senior management positions at several medical centers and managed care organizations and worked for the City of New York as a policy and management analyst in the Mayor’s Office and the Department of Health, where he was Assistant Commissioner of Policy, Planning and Quality Assurance from 1992 –1994. Mr. Dowling has a Master’s degree in Public Health from Columbia University and a Bachelor’s degree from Denison University.
Dr. Allison Stark is the Vice President and Chief Medical Officer of the CMO. In this role, she provides physician leadership in the development, implementation and supervision of the CMO’s population health, care management, utilization management and quality programs. She also serves as the CMO’s principal medical liaison to Montefiore's inpatient, outpatient and independent practice associations (IPAs). Additionally, she co-leads the Montefiore Health System Skilled Nursing Facility Collaborative. Dr. Stark is an Assistant Professor of Medicine, Division of Geriatrics and Family and Social Medicine, Division of Palliative Care at Albert Einstein College of Medicine. Dr. Stark brings to the position a rich and varied background in geriatric and palliative care medicine, healthcare consulting, public health planning, healthcare administration and healthcare finance. Dr. Stark completed medical school at the University of Chicago Pritzker School of Medicine and her residency training in internal medicine-primary care and social medicine at Montefiore. She then completed an integrated fellowship in geriatric medicine and palliative care medicine at the Mount Sinai School of Medicine. She has an MBA degree from the Wharton School at the University of Pennsylvania and a Bachelor of Arts degree in Bioethics from Brown University. She is board certified in internal medicine, geriatric medicine and hospice and palliative care medicine.
Dr. Scott Wetzler is Vice President for Behavioral Health Management at Montefiore, where he has worked for over 35 years, as well as Chief Executive Officer of University Behavioral Associates, a behavioral management services subsidiary of Montefiore. He is also Vice Chairman and Professor in the Department of Psychiatry and Behavioral Sciences at Albert Einstein College of Medicine. As part of his daily responsibilities, he oversees behavioral health care management for Montefiore’s risk business, care management for Montefiore’s Health Home Program, two welfare-to-work case management programs under contracts with New York City's Human Resources Administration, two child welfare programs under contracts with New York City's Administration for Children’s Services, and many of Montefiore’s state- and federally-funded employment initiatives. Dr. Wetzler is a national expert on employability and disability and has testified before the U.S. House of Representatives Ways and Means Committee on the issue. Dr. Wetzler has published widely on topics ranging from the social determinants of health, approaches to population behavioral health, and relationship education and family stability. In addition, Dr. Wetzler is the author of the best-selling Living with the Passive-Aggressive Man. Dr. Wetzler received his bachelor’s degree at Harvard University and his PhD in Clinical Psychology from Duke University.
Steven Meisinger is Vice President and Chief Financial Officer for the CMO, where he is responsible for the financial health of nearly $3 billion in value-based and population health contracts. This includes the corporate controllership function, modeling and budgeting, strategic planning and analysis, expense management and analytics for the organization’s medical and behavioral health contracts. Mr. Meisinger also oversees a consulting arm of the Finance Department, providing financial services on a contract basis for other not-for-profit, healthcare-related companies in New York. Mr. Meisinger has over 25 years of healthcare experience, having worked in executive capacities at two Fortune 50 companies prior to joining Montefiore in 2015. Mr. Meisinger is a magna cum laude graduate of Seton Hall University and is a certified public accountant both in New New York and his home state of New Jersey.
